can motem be "half bad"?

do you mean modem?? if you do then maybe. like the modem is unreliable and will work sometimes and not work at other times

the interface of the modem to the motherboard can be detected as fine, however the send and recieve buffers can be messed up and device manager wont be able to detect it, its a common problem.
you could try mving the modem to another slot as that can sometimes solve modem problems
