Taking your questions in order

1. Can your PC last 15 years? It sounds like you are willing to replace the boards and processors. Under those circumstances, that leaves basically the shell, so yes. But why would you? If you are going to 'build your own computer' would you not want a smaller slimmer shell as well?
2. Not being a gamer or video person, I cannot answer that one with any background.
3. 4GB Ram? I can tell you this depends entirely on what you do with your computer. Are you a gamer? I would recommend more RAM, something in the range of 8gb minimum (memory is cheap these days). If you Run multiple programs simultaneously (that's what I tend to do), there again, I would recommend more. 4Allmemory.com is a good place to look for name brand memory. I was a buyer (retired now) and used them often. Honest, reliable and excellent customer service. No I don't get a kick back :D
4. If you buy a new PC, can you replace the graphics card with your current one? This would depend on the layout of your new PC. Does it have accommodating slots? Does the motherboard support that card? There are many variables that you should investigate carefully before you purchase that PC. You may find that you are able to find a new PC that has a better graphics set up than what you currently have. Then you can make up some of the expense of the new PC by selling the working extra card you have on Ebay.

Hope this helped.

Hard to tell really. 15 years ago, you were looking at AT form factor, or the very beginnings of ATX. Assuming you went ATX, then you could likely still be using the case today, but everything else would have had to been replaced between then. That is of coarse depending on what you do with the computer. Gaming, you would need better graphics, more RAM, better processor, and a board to match it. If you just browse the web, and do office work, then you could likely still be using it still today if you maxxed out the RAM and got the best processor that would fit it.

Depends on how much you want to spend. A 660ti should do fine, but a 680 would be the best .

depends on what OS you use, and what you do. For gaming, absolutely not. You need 8GB, and you should have 16GB. For basic office work, 4GB is fine. With the right OS, you can get along with 256MB still to this day.

You can use the RAM with no issue. The GPU, you have to ensure that it is compatible, and that the PSU is enough, but it should work.
