can't say i know much about roadrunner, but overall its just customers being kicked around and bullied by isps who just want to steal your money (like many major corperations in the world).
while it is true that since your paying for a set connection speed, you should be allowed to use that connection speed 24/7. but the problem comes because more often then not isp companies sell more then they can handle. website hosters do this too. they basicly sell more then they can provide knowing that most people wont use all that they have available. with the growing popularity of file sharing programs often people will be constantly using all the bandwidth 24/7 and as a resault the network slows down and costs go up because they either loose customers or have to upgrade servers.
to solve this problem, many ISPs will actually lower the amount of bandwidth a person can use or impose a monthy cap WITHOUT even telling the customer about it. ever hear an isp say "speed and uninterupted service not gaurenteed"? its just an excuse for them to fall back on and let them rip you off. simply put they can cut your bandwidth in half or only let you upload/download a certain amount and then blame it on the miles of wires because the bandwidth isn't gaurenteed.
an example of this is verizon dsl.
we're paying for a 3mb conenction, however, bandwidth tests only report the speeds of a 1.5mb connection.
theres nothing we can easily do about it.
we can't exactly prove that there limiting our bandwidth if we were to call and complain and they'd just use the excuse that its not gaurenteed. only other solution would be to hire a laywer and get a court order to investigate there company without them even knowing about it ahead of time to undo the cap and then just use the excuse that the "bandwidth is not gaurenteed" and then limit the conenction again a week later.
either way, they still win and rip us off.
