Can RAM performance decrease??

Is this possible that our RAM performance decreases?? ... Because for the last few Months i've been noticing that there is a decrease in the performance of my RAM.. Iam getting those memory lags in games which were'nt there before .. Now the pc gets more slow when i do multiple tasks than before..

256mb ram , 64mb video card , 80gb disk , 2.0ghz celeron
 
Maybe your ram is just getting more and more used up by background programs or spyware. The longer you have your computer, the more crappy little programs get added to the startup folder. These programs can take up memory, and 256mb of ram is not a lot, especially with just a celeron to play substantial games.
 
it was "enough" for me before

but i've reinstalled my windows several times after that .. but all of those times, the same problem ... So thats why i asked if its performance can get decreases?? .. so can it??
