hold on if i get an 8x and mine only goes to 4x would the core speed of the video card be cut in half, or would a multiplier have to be moved up? or will this be assigned automatically

AGP speeds don't effect video cards like that. the core speed is the same as listed, only the external transfer rate will change

Core speed isnt affected. The interface speed is. But dont stress it too much. AGP4X isnt a significant bottleneck all things considering

Compared to what/

it's faster than the other one you suggested
