Can touch screen monitors work with any PC system?

I have a physical therapy office and I would like to buy computers for all our treatment rooms in order for us to chart the patient treatments right in the treatment room.

Most of the documentation software out there work best with touch screen monitors. Are there certain operating systems or certain hardware that work best whan using a touch screen monitor? I don't want to buy a system and then find out that it doesn't work well with a touch screen monitor.

Windows vista works with touch screen, a lot better than XP. I think OSX has some sort of touch screen support too.
 
Windows 7 does also.

The touch screen is basically another input device, like a mouse.

There would most likely be software to come with it, calibration and the like. My school uses SMART boards, which are essentially projectors combined with touch screens. Neat stuff and surprisingly practical might I add. They seem to have no issues running with XP that I've ever seen, albeit I've no idea just how much special software was required. Regardless, any setup is most likely a setup disk away from being perfectly functional.
