Maybe you guys can help me with my problem. Here is a post I made somewhere else asking for help as well. I figured instead of ask the questions again you guys can see the progress of the post.

I have a dell laptop and when I go to the computer properties it says I have a 2.13ghz processor thats running at 81mhz. Why is this? It runs really slow. I already tried updating the bios, removing the cmos battery, and re-seating the processor. Any ideas

Thats super weird. does it say that in the bios, too ?

it is because your computer has a cool and quiet mode. when it doesnt need the processing power it scales back so it stays cooler and quieter for use

Nope, in the bios it says its a 2.13ghz processor. I also tried a repair and clean install, On the current HDD and a new one.

That could be true but it never speeds up, its slow as hell all the time. Is there a way I can disable that mode? This way I can find out if thats the case or not

So i turned off whats called speed step (dells version of cool and quiet?) now it reads at 220mhz

Are you sure you're reading that properly? I have a hard time believing Windows would think your computer is a 220MHz.

it shows a 2.13ghz processor but next to that it shows (220Mhz).

Could be mistaken, but I believe that's the FSB, not the processor speed.
 
Have you tried something like CPUz? Something that gives you your CPU speed in real time? I mean if you were running at 80MHz, the machine wouldn't hardly move :P

As for disabling any type of underclocking, get SpeedswitchXP and select Max Performace.
 
the max speed i can get speedswitch to get me is 223mhz. The CPU goes to 100% just when opening IE. Nothing changes the speed never increases
