you can, but two things
1) It depends on the socket of you motherboard (the most the 478 will go to 3.4ghz)
2) your not going to see a big increase in performance by upgrading by 400mhz

dont upgrade to 3 gigs there is no point, at ELAST upgrade to 1GIG with another stick of 512(unless its 2x256 in there) or get 2gigs if you really want too, but i would just go with 1.

4700 it's not the 4700c is it ? Only the "c" model needs a half height card since the system is much smaller than the full size 4700 system.

Anyway, i did a look up on you system and it looks like your board should take pci-e. At the momnet it looks like you usng onboard graphics (no wonder its bad).
I recommend picking up a 6800

and as flame said grab some more ram.
either get
2x512MB (if your system currently has 2x256)

or get 1x 512MN (if your system currently has 1 x 512MB already - which i doubt)

Also note that the 4700 series desktop has a serious lack of fans and many people suffer heat issues when they upgrade the graphics. IMO you should add in some more ventilation in the form of 1 x 120mm fan of 2 x 90mm fan. This may require you to cut holes in your case

Suggest an upgraded psu to handke gfx card. think you have to get it from pc power & cooling.
And there pin outs are different to other 20pin 24pin out of standard psu's so you'll have to get one to fit the dell. As you said pc p&c make the psus so there normally good. It maybe ok (i stress maybe), otherwise you'll have to do some sort of home made conversion?
