Cannot Download "Glasswire"

I have a terrible hacker on my network. I am not going to list the 50 reasons why I know this, I am positive. It has been going on for 7 long miserable weeks. Wrecked two computers. Been a nightmare and I am at war with him/her trying to get rid of him.
One thing he likes to do is whenever I try to download a software dealing in networking, most of the time he jumps right on and messes up the download/installation. Some he lets through. One such software is Glasswire, an excellent tool for finding out what is on your network and has many other good features. When I found out about it I immediately tried to download it. But 3/4 of the way it said "installation failed". I clicked on that and somehow it went through, but then when I tried to activate it, it said "the service stopped running", and was unusable. I have tried three more times to Download this at different times of the day. He seems to have my system automated to make the download fail. How he does this I don't know. I use McAfee. Right in the middle of the download, up will pop up two different notifications under "programs wanting internet access". One is "Glasswire Stats Reporter" and the other is simply "Windows Installer". It gives me the option to block them, and I do, but he still succeeds in stopping the download. I also use a software called Spy Shelter Premium that shoots out notifications all day long of things he is trying to do to my computer. The Glasswire was listed in the Spy Shelter list, but I could not figure out why or what to do. I know why he doesn't want me having Glasswire on. Because it will either reveal information about his connection to my system, or he feels threatened by it in some way. I have seen many network scanners on the Internet, but Glasswire seems to be the best. I have managed to download a few like "whoisonmywife". From it a box comes up about every 7 minutes that says "an unidentified computer was found on your network", but no other detailed information. Others have given me information that doesn't look "right" to me, but I have limited computer knowledge and need someone to come in here and look at all of the evidence I have and make sense of it and stop this hacker. I am not asking for help getting rid of a hacker here. I am concentrating on the fact that he can get into my system and stop me from downloading applications and many other things I do not care to mention, because it all makes me sick. Really, my question is two fold: 1) how does he stop/mess up a download I want to do 2) Is there any way I can "outsmart him" and get the download on, or does it just come down to getting rid of HIM? Thanks for your help.

I have my doubts you have a real bonafide "hacker" on your computer. I think you may in fact have some serious malware on your computer however. Plus, it looks like you're runing more than one anti-virus which will work against each other. Then to top it off you blocked Glasswire in your firewall from working at all.

Do the following. Start your computer in safe mode with networking. Do this by constantly pressing the F8 key while the computer starts. Then download Herdprotect portable from here: http://www.softpedia.com/get/PORTABLE-SOFTWARE/Antivirus---Antispyware/Portable-herdProtect.shtml

You may have to run the scan twice. Herdprotect uses 63 anti-virus engines so if there is any crap on your computer it should in fact find it.

After that, download ADwcleaner from here: https://www.malwarebytes.com/adwcleaner/ Go into its options prior to scanning and select Reset proxy, Winsock, TCP/IP, IPsec. Nothing else. Now scan.

Download Junkware Removal tool here: https://www.malwarebytes.com/junkwareremovaltool/

Now download TDsskiller from here: https://www.bleepingcomputer.com/download/tdsskiller/

And for the hell of it and to rule it out. Download LSPfix here: http://www.cexx.org/lspfix.htm

Now download Autoruns from here: https://docs.microsoft.com/en-us/sysinternals/downloads/autoruns

Save the ARN file. Zip the file and upload it here so I can have a look at it. DO NOT mess with ANYTHING in Autoruns. If you don't know what you are doing you can mess things up.

Do all this in safe mode.

Now restart your computer without safe mode and use Hijackthis. https://www.bleepingcomputer.com/download/hijackthis/

Save the log file. Zip it and upload here.

For a better straight forward way of seeing what is all connecting to your computer, try Currports. http://www.nirsoft.net/utils/cports.html

You can save its log file too and upload here. In Currports press and hold Control and hit A to select all. Now go to File and select save all items. Upload the log here.

have managed to download a few like "whoisonmywife".

For this you should hire a private investigator.

J/K I think you miss typed "WIFI."

Are you downloading torrents? If so, just know a lot of those can and will be laced with malware.

Agent Smith-I appreciate greatly your time in replying to my problem, but I do have to be honest with you...I have a lot of problems with what you are suggesting. At least give me a chance to explain why I feel this way. First off, you do seem knowledgeable, and may in fact know more about computers than I do. I come to the forum for help from people because of this very reason. Many times I have solved problems from forums and saved lots of money not having to take it to the shop. Anyway, let's get to what you said.
I CANNOT BELIEVE that you don't think I have a real bonafide hacker on my computer. I could give you countless evidence. I know I haven't told much, maybe that is the problem. Can we do something? For the sake of argument, would you for a moment concede that I am in fact right and DO have a hacker, because I am 100% convinced of it. Yes, indeed I HAD serious malware on my computer. I say HAD because I have already run every tool you listed and cleaned up everything they all found. I see no need to do them again and have you look at them as I simply don't see how this is going to help me get rid of this hacker. So I refuse to run any of the scans. I am NOT trying to be uncooperative. I just feel that I am way past what you are suggesting. We need to find a way or ways to get this evil person off my network and running scans and cleaning up the malware, etc., in my opinion, is just not going to do the job. Yes I will have a clean machine, which he will just go in and start re-corrupting again and what have we gained? Nothing. We have to stop the hacker, not clean up the machine. I am sorry...that is my stance on the issue and will not bend on it. Now maybe I am wrong, but I have done a TON of research and I really do think I am right. I just wish you could physically be here and see the notebook I have kept daily of what has happened to my network and computers these past two months. I have lost two computers in the process...he has rendered them unusable, not malware. I feel a "human presence" in this. My mouse moves by itself. He is using the guest user on my account to log into my computer. I have a tool that tells me when he is on. How much convincing do you need to know?? You tell me and I will do it, but PLEASE do not ask me to run a scan. The only one I am considering doing is the Currports scan, which may give me some information. You see I have a LOAD of information from scans and network scanners I have downloaded(all but Glasswire, because he won't allow me download this. and no it is not because I set the Firewall wrong to stop it, HE DID, if you think this is the reason.). I have so mu ch sickening negative information, but he must be extremely knowledgeable and sophisiticated because I cannot locate him for sure. I don't even know if he got in through my wifi or my cable(I am thinking cable, since my wifi have been always turned OFF from my ISP, no wifi lights on router, and to top it off, we disabled the wifi(not necessary, but did it anyway). Right now, I am looking at installing a device before the router called "Fingbox" which I just came across by chance while looking at fighting hackers on the search engines. It does look like quite a good tool, and may be my answer. Yes I did mistype wifi, but did not appreciate your jumping all over me as a joke. This is SERIOUS BUSINESS. And to accuse me of downloading torrents as the reason for my problem was not justified. I know all about them and do not ever go near them or anything "bad" on the Internet. So I am going to conclude this post with just ONE thing that is happening and get your opinion on that, if you have one. I wish to be friends with you and everyone here on this forum. I am not trying to "fight" with you. But we do have a lot of meeting of the minds to do, or we will get nowhere. I hope you can help me END my hacker misery. So take a look at this:
In this post, I am going to concentrate on one issue I have suspected was associated with a hacker from the beginning. And more so as time has gone by. It involves my command prompt box. Ever since all this suspicious behavior started on my machine, my command prompt box would come up at random times for about one second, no longer. Sometimes there is writing in the box, sometimes not. Because it goes by so fast have been unable to do a print screen. However, tonight I got lucky. I FINALLY got the screen printed and transferred it to my Paint. The box comes up daily, usually two or three times, as I said at very random times as I have kept records. Unfortunately, on the one I finally caught tonight, there was nothing in the box, but there was some writing across the border on the top. I am going to print here all it said, as I have NO IDEA what it means or may mean. I am hoping someone here may be able to look at this and give me some ideas about it or any information would help. Here is what it said: Select C:\WINDOWS\Microsoft.NET\Framework\v2.0.50727\installutil.exe
If you know what that means or even part of it, or have some ideas or theories I would really like to hear them, as I cannot make heads or tails of any of it. It certainly looks "wrong".I do not activate the command prompt box EVER, it just comes up. I have read many things in the search engines that can possibly account for the command prompt box coming up, but have found nothing that relates to my situation. I have seen a few say they were worried it might indicate hacker or malicious activity, like maybe trying to "connect" and other various theories. Understand I NEVER had anything like this happen until all my "problems" began about 2 months ago. Thank you for any and all help.(Please don't ask me to run any scans because I have already done all that and there is no further need. I am POSITIVE a hacker is on my network, I do not need any more scans to convince me of that. I just want some help with this problem I am describing, PLEASE) Finally, I DO NOT use two anti viruses. I use only McAfee anti virus. Spy Shelter Premium or anything else I have is NOT AN ANTI VIRUS, so you are wrong about that. And to say that I blocked Glasswire inmy firefall from working at all....I have NO IDEA where you got that! Why would I do such a stupid thing? The HACKER stopped the download, or maybe he went into my firewall and did that.
Please respond soon and I hope we can work together, and I do appreciate your help and time very much.

If you really believe you have a hacker then the first thing you need to do is reset your router/modem back to defaults and put a secure password on it. Then backup your data on any pc and reinstall windows. Thats the only way you'll be sure to get rid of everything.
