Cannot format 2nd HDD

Hi,

I just recently built this new computer and installed windows 8 on the ssd and I tried using drive f as a media storage drive but I cannot format it I keep getting the "Format is not allowed on the current boot, system, pagefile, crashdump or hibernation volume" error. I tried cleaning the partitions using diskpart but there are no partitions so I am stuck. Also I am pretty sure I only had my ssd hooked up when I installed windows 8 but I am not sure... I hope i dont have to reinstall everything.

Did you install windows 7 while the original drive was still plugged in to your system? Your boot files are on the original drive most likely, If you format that drive then you won't be able to boot into windows 7 without doing a repair. Unhook the original drive. Boot to the windows 7 cd and choose to repair your os.
 
pretty sure they were unhooked but if I am doing a repair am I unhooking both my E and F drives and repairing on C?
 
Your image is too small for me to see it. So I can't tell how your system is setup. How many drives do you have in your system? Unplug your drives except for your ssd and see if windows boots up. If not, then your boot files are on the other drive.
 
Unplug all drives but the SSD. Boot to your 8 DVD. Pick, Repair your computer/Trouble shoot/Advanced options/Command prompt/ Type BOOTREC/FIXBOOT/Enter. Hook the other drive back up and try to partition it again.

k i did that but now it won't load at all even when all the drives are connected.
 
Ended up reformatting everything and now it works, just not sure why but boot #1 is windows boot manager in bios not my ssd but it still works. As well can someone please send me a link on how to optimize my samsung 840 pro series ssd.
