Cannot open OE-Error MSOE.DLL

When I try to open Outlook Express I get the following error message: "MSOE.DLL could not be found. Outlook Express may not be installed correctly."
I tried MS Knowledgebase and this forum FAQ but could not find anything pertaining to this problem.
I have not done any new installations of OE lately.

I went to the Windows Update site but every time I try to download OE7 my computer crashes. Every time I use one of the free antivirus programs there are a lot of Trojans, viruses and worms found but then I am asked to reboot and as I reboot chkdisk starts. Chkdsk always stops at 82% and stays there so I boot up and click NO for going to Chkdsk I go to the desktop but by not completing Chkdsk the viruses, etc. are loaded again and again my computer crashes at the Windows update site so I do not download IE7.
However I had no problem downloading any number of free virus programs and running them-except for the hitch up when I reboot after the virus runs.

First you need to clean your computer from all viruses, trojans etc.
Log from HijackThis migh tell us something more what's going on...
