Cannot remove program from Add/remove program

For whatever reason someone has removed the physical directories and files for a program through explorer. The program still shows up in the Add/Remove dialog panel. When I try to remove or add it still sees it being there. Is there anyway I can remove this entry so I can reload the program?

reinstall the program and then uninstall it again.
(try the repair installation if there is an option).
 
The problem is that it will not allow me to re-install....it states it is already installed and then cancels the install. When I go to the add / remove panel and attempt to remove the program it will not because the files are missing.
 
You will probably need to use a registry cleaner program to get some of the files that are left in the directory out. After doing this, the program should be taken out of the Add/Remove window, and then you can reinstall the program.
 
I have used a registry cleaner and nothing seems to work....any assistance would be greatly appreciated...I am using Windows 2000.
