cannot rename folder in Windows Explorer

Does anybody have any idea why I can't rename a folder in Windows Explorer? It tells me that the files inside the folder are being used. I have made sure that they are all closed, but I still cannot rename the folder.
 
It might be being used by Windows without you knowing it. Whatever it is, does it start up automatically with Windows? Check Task Manager, under "process" to see if you see whatever it is you want to rename in there.

Which file/folder specifically? Make sure it's not a Windows System file or folder.

Boot into Safe Mode, then you should be able to remove or rename it.
(if it's not a system file or folder)
