Cant access portable harddrive

Recently i got a new computer. So i transferred all the data i wanted from my old comp onto the portable harddrive so i could then transfer everything onto my new comp. Problem is that when i plug my portable hdd in, nothing comes up. My computer detects it, however i cant access it. Is there a reason for this?
 
If you look in disk management (right click on my computer pick manage. From there expand storage and click on disk management) what do you see?
 
only thing i see is my C drive and my dvd drive.

Im thinking about reinstalling windows atm. After i reinstall hopefully it works
 
If the drive isn't showing up in disk management your computer likely isn't detecting it. Are you missing a power connection or anything like that?
 
Is it connected to the computer directly or a hub? I had the same problem with multiple hubs, whether they were plugged into the AC or not.
 
agreed, make sure you do not use a usb hub. try a different (or al different) usb ports. if the disk is plugged in to a port and you restart the computer does the drive show up in the bios? you might not need to reinstall yet...

Well i just put in old HDD in my computer so for all data. When i tried to plug my external in just now it tried to install the drives and said it failed to install. Now i have this nice window that appears in the bottom right corner that says USB device not recognized
