Can't Figure this out

I have build about 10 computers and a friend asked me to put this one together for him.

ASUS P5ND2-SLI
P4 630 Prescott 3.0GHZ 800FSB socket 775
667 DDR2 PC2-5300
SB0350 Audigy SB
ATI Radeon 7000 64MB PCI
425 watts PS

Boots to BIOS, (sometimes it hangs and never gets to bios.) But I can get it to boot to BIOS if I keep trying. Anyway, problem is:

It will not boot the windows install CD. Yes I have CD ROM priority boot order.

I suspect RAM? Specs read 667/533 for this MOBO.

Any suggestions-

Update:

When I try to boot to the Windows install disk I now notice that the CD ROM light goes on, then off, then on, then off......ect....
 
THank you so much for your input - it is greatly appreciated. It turns out that ASUS tech dept, (very good btw) also thinks it's the RAM. We used generic and his thinks this MOBO is particular about name brand RAM.

Either that or the MOBO is bad. I just wanted to make sure I wasn't do anything wrong.
