cant flash bios, error

I had some problems with my comp and i ended up buying a new power supply and MB and cpu, its working now but if i go into bios and use the F10 command to exit and save, my comp turns off and wont turn on unless i reset bios by shorting jumper or unplugging cmos battery.

it sucks because my comp is running at 1.2ghz when its a amd semperon 2800+ cpu.

the only thing i can think of is to flash bios, but i cant flash bios because when i save the flash utility and the bios files onto a disk and boot from it and type dir for directory and then put in the following

A:\> BIOSFL~1 BIOSFI~1 ( for bios flash, and bios file ) it says the following in diamond bullet points

chipset type - SiS SiS/SB
Flashpart - winbond 49F002U_V3
Error 2 - file does not exist

what am i doing wrong ? any help is GREATLY apreciated.
 
there is a program that can flash bios from windows without entrering the DOS, i think is called winflash 1.51 or something like that
 
Point it directly to the file (meaning put the extension in as well [usually .bios or something to that effect]). Also make sure you're pointing it at the A: drive (if you're using a floppy) or whatever your CD drive is. Also, try it without using the old MSDOS formatting of file names (no ~1, name out the whole command and file).
