can't format?

my computer crashed so I went to re-install windows. It went to load the cd and all, but as it tried to install it just stopped. So I plugged it into my other computer as a slave drive and tried formatting. It keeps saying its unable to format.
 
It says:
"Windows was unable to complete the format"
Says that about a minute after I click on format, never seems to even start.
 
If you got another old drive that you know works, you could try to install on it, if it works then you would know the other drive was bad.
 
Its not the cd, there is something wrong with the drive. If I can't access it or format it at all is it just junk? Nothing else can be done?
 
Gparted is a linux based parition software with the gnome front end on it, hence the G part in the title.

It works like, lets say, partition magic in a sense. You boot off the cd, select the drive you want to partition/fromat, select the file system, and then hit apply and it does so.
