Can't go past 60Hz and Micro-suttering

Hello all, I'm having a problem while trying to overclock my monitors refresh rate. I am trying to play an older game on my pc, and at 60Hz, I am experiencing Micro-stuttering (even with vsync). However, I find that if i turn up my monitors refresh rate to 63Hz +, the micro stuttering is completely gone and the game runs smooth. However, anything past 60Hz makes my monitors display become extremely blurry, and the display actually gets smaller.

I am looking for some insight on to why I cant even put my monitors refresh rate up to 61Hz. Any and all help is appreciated.

My monitor is an AOC 2050W and I am currently using an Nvidia Geforce 610 GT video card.

PS: I have had an AOC monitor in the past, that was actually of less quality and a smaller screen, and I was able to put that up to 70Hz
 
It says that it is the right resolution, which is 1600 x 900. But yeah the display its self actually becomes smaller then the screen, and quite blurry. Even if its just 1hz over 60.
 
Actually now that I have looked again, on my Nvidia control panel and windows control panel, the resolution is correct. However, on my Computer monitors Menu, the resolution is lower!! But i see no option to make it go higher!
 
Hey SpringWater, Yes I have tried re installing them, and even trying previous drivers. Do you think it could have something to do with my monitors drivers? I know nothing about them.

Monitor drivers? Could you explain more in depth, monitors usually don't come with drivers so I'm not sure what you mean by that.
