Can't insert attachments or photos in windows livemail

I have a Toshiba laptop - I'm using Windows 8.1 O/S. Most of the time I can't Insert photos, a photo album or an Attachment when I use my email. I'm using Windows Live Mail. I have no idea what's going on - sometimes I can Insert photos and attachments with no problem - other times (most of the time) I can't.

any suggestions?

I've been trying to attach a file for most of the morning with no success. I just tried now - after posting this thread......and it worked! I can Insert Attachments and photos. Frustrating.

Any chance you are sometimes creating a message as a Plain text message and not a Rich text (HTML) message? Plain test messages can't insert pictures (only attach). Is the icon for Insert Image greyed out or is it active but doesn't respond when you click on it?
