Can't install driver!

My refresh rate for my monitor was really slow so I ran a dxdiag and it says that I am running a generic video driver and to please install the driver that came with my video card ( radeon 9600 ). However whenever I try to do this my comp won't start back up until I go into safe mode and uninstall the driver. I tried to contact the company since I'm not that computer savvy, but they will only give tech support if your card is under warranty, which mine is not. Any ideas?
 
I don't quite understand the problem... I get the part that you don't have the correct driver loaded(or didn't). Was this a recent problem or a new install of windows? And then you say it won't start back until you go to safe mode? So what exactly happens when you try to start it? Can you tell that the computer's going? Does the monitor say something along the lines of "Out of range?" I know a few cards would try to run a resolution or Hz setting too high for some monitors to handle, resulting in this...

Or how about other drivers? Have you gotten the latest driver package from ATI?

My hard drive fried about a month ago and a friend "fixed" it for us and ever since then the monitor refresh has been really slow but I was still able to work with it. When I try to start it with the new driver it gets all the way to the user login but after I login the screen goes blank. So I restart it manually until it gives me the option of starting windows in safe mode or last known good configuration etc. So I choose safe mode and uninstall the driver and start back up.

As for driver package I only have the one that came with the card.

It does not say anything like "out of range"
 
If thats a AGP card, update your chipset drivers for the AGP driver before you update your video card drivers. The AGP slot is probable running in PCI mode untill you update your chipset driver. So when you load your video drivers its freaking out trying to run in AGP X8, give it a try

How would I do that? As you can tell I'm not very comp savvy :)
