Cant install windows 7 on laptop with new harddrive

I had to install a new hard drive in my brothers computer because it died.

I have a boot cd for windows 7 and such. Ive done this a 100 times installing windows back onto a computer with a new hard drive but this one is proven different.

I boot the computer with the boot cd in the drive and the screen just shows the Vaio logo on it then goes black and says "No operating system detected".

So for some reason the computer wont pick up the disc. I know the disc is good because it works on multiple computers.

Also on the computer im trying to fix, I cant get it the bios to even see if the CD drive is the first selected in the start up process.

The hard drive also has been formatted.

And why can't you get into the bios? Do you see a post screen where it says press a key to enter setup or something about system info? Or boot menu?

Nope, No post screen to select a button.

The Vaio screen is the POST screen. Try pressing F2, F10, or Del to enter the BIOS and change the boot order.

Well I feel dumb. I didn't try the F2.

Usually the bottom of the screen shows what to push but it didn't.
