Can't open pictures

I've had this problem for a while, but whenever I click on an image file (jpeg) it won't open, and nothing happens. The only way for me to open the file is to right click it and press open with Internet Explorer (JPEG Image Viewer doesn't work) What can I do to fix this?
 
Or.. Right click the file, select open.

When the box opens up, check select the program from a list. and ok.

Select the program, and check always use the selected program to open this kind of file. And click ok.

when i go to my images i have to click the folder 4 times before they come up, i am a novice, thats why i need a pc maniac,ha,ha can u advise
