Can't resize desktop walllpaper in Vista

I just got Vista yesterday and whenever I choose my wallpaper image it always fits it to the full screen, even if I choose tile. The image I'm trying to use is kinda small, about the size of a 4x5 photo. I only want it to be that big on my desktop.

Any ideas on how to fix this? Or should I just assume that it's a bug and that windows update will handle it eventually?

Try to open it in MS paint and then change the size in there. I do that all the time to shrink down the size of pictures that I post online, so that they wont take up 2.3 MB, only like 183 KB or whatever. I am sure that you can also size things to make them bigger if you need to. There is also an option in which you can just center the picture in the center of your screen based on it's original size too.
