he said he cant access them via the program files either

i'm a bit perplexed meself on this one, any other questions i can ask for more info then let me know, never easy to work these things over msn :D

More specific information of the type of programs and what has been tried would one thing to provide here. Determining whether or not the problems being seen are Windows related or some type of malware could then be looked into. If the programs were downloaded and installed or access some online server you are likely to find a malware of some type. Otherwise you are likely to find that important system files were damaged or corrupted in some other way. Bad installs of one or more software can see problems too.

he's offline at the moment so will pass on your reply as soon as he is back

from what i gather it seems thats its pretty much all of the programs, i've asked him to run a couple of spyware programs too in a hope that something may be cleaned but i'm guessing this will just remove the initial cause and not repair the damage done.

Was the version of Windows specified? Or is he using Apple/MAC? Your description here sounds more like Windows. I have never had a great deal of time with Apple/MAC systems there. Over the years it's been MS and more recently with Linux. There's a pair of things that cound be tried there to see if any improvement was seen.

The "sfc scannow" command entered at the Run prompt will start the system file checker included in Windows since 98. The other is a good registry cleaner. Often damaged or missing systems files will cause a good number of problems to come up. Hopefully if it is XP there are two main options with the first being the use of the system restore feature if that hasn't already been tried out there.

The last option before a total reinstallation would a repair install of XP if he is running this version of Windows. The article for performing an "install to repair" on XP is seen at http://www.michaelstevenstech.com/XPrepairinstall.htm
