cant shutdown windowa

Hi

I have a laptop that is stuck in Shutdown when you properly shutdown the computer. I have searched other sites and all they tell me is to go into the computer but i cant get there unless i turn it off and then back on again. how can i get it to turn off then back on again?

Can ya get to the log in screen?
If ya can next to the shut down button there is
a arrow drop down. click that then click restart.
