Cant Use Steam Offline

im at a college where i get internet through a proxy server, and i blocks steam from connecting and logging on. that isnt so bad, cause i just want to feed my addiction for Portal. so, when it says it cant connect, i just click "work offline", but when i click, it errors and says the operation cannot be completed when steam is offline. what is up? i didnt really like the concept of steam before, but this is rediculous! its not an issue with portal, cause it gives me the same error when i try to log straight into steam. anyone know of a fix or an update or something i need?

Same happens with me, with any steam game. It dosen't really work offline for me.

In the options you need to have it set "Save my personal information". Thats what did the trick for me. Unfortunately that only gets steam working. As soon as I run any game in offline mode it comes up with other errors, but hey.

when i first played portal, i had no internet, so i clicked play offline, and it worked just fine....

Ive played CSS (with bots ) offline.
Also HL2 worked well fine offline.

Well then why are you playing game staying online do not connect to internet...

i finally figured out why it wouldnt work offline- according to steam, all the games must be 100% updated, and you have to tell it to save your personal info. i did all that, and now i can play all my games offline.
