Caps lock key acting like tab key

Not sure whether this is a common problem or there is an easy solution for it, but my caps lock key is acting like tab key, while typing my password the blinking cursor just disappears from the text box.
What should I do? It is irritating me, as I don't really use shift key for caps. This is happening in my browser only, not in windows text boxes.

Laptop or desktop? If desktop, try a different keyboard.

Laptop, so couldn't do much, I don't have extra USB keyboard.

Probably have the wrong locale keyboard set up...

Press Ctrl-U on logon screen to bring up onscreen keyboard, and use that to log on, then you can use control panel to alter it.
