Capturing Motion

Covering elections tonight in Ohio and wanted to get some cool shots maybe showing workers weeling in the voting devices but wanted to get a sort of 'whoosh' effect to them showing the motion. Is this accomplished by decreasing the shutter speed? Or other tweak?

use a tripod give you self about a 1/25 or lower shutter speed depending on how fast there moving and there you go just get your composition right and you should have a nice shot

i see it in black and white :P

If you going to be shooting in manual just make sure to compensate for the extended shutter (so you don't over expose).
If your shooting in sv or w/e you should be fine. However I find it hypocritical if you have an slr to shoot in anything but manual.

Well get a friend to walk back and forth and you can test it out and make sure to test applicable lighting! A bright sunny day can through a huge curve at what you're trying to do.
