Casino Popup Virus that nothing will Catch!!!!

My computer has been acting up and all these disturbing casino popups keep appearing even if I am not on the Internet... I have run Norton Antivirus, Adware, Spybot Search and Destroy and countless other programs... NOTHING!!!!
I have tried removing it during safe mode, but it still won't work... I have tried using "run" then typing different things to see what the problem is... NOTHING!!!!
I even called some computer people to see if they could fix it... They came out to my house and still couldn't fix it...
I am on the edge right now and looking for HELP!!!!
I was just wondering if someone else has had this problem and how to fix it...

ive had spyware like this on several occasions. on some of them ive managed to narrow it down to a particular program, when i removed it, it came back with a different name.
sadly the only "solution" ive found is to back up my important stuff, format and reinstall... not much of a solution but it worked
