Windows media player will allow this. I recommend Nero.

For cd's to play in your car just use Windows Media Player for it is already built into your Operating System.

Jet Audio is free, Nero is good, WMP is okay too.

I would recommend Windows Media Player. Basically all the programs are basically the same. Don't burn it in Data format though.
