CD-Drive not working

So my computer has been on and off for the past year, and I would have to continually reformat the whole system with my vista repair. This wasn't so much of a problem, more of a nuisance. One time about a 3 months back, my computer wouldn't go to safe mode, the cd drive wouldn't work, it wouldn't even start, and I went to professional help from my dad's friend who only made the computer able to run, not actually use the cd drive. I figured out that i could use my second drive for games and the such, but now both my cd drives won't even work. My computer (Dell XPS 420 running Vista) is running a bit slow, and explorer.exe seems to not respond over and over again. I cannot go into safemode because it is stuck on crcdisk.sys. I cannot reformat it because I cannot use the disk to format. Any help would be appreciated.

I tried using the upperfilters and lowerfilters trick, but that did nothing. I also bought a new cd drive and installed that over the first drive, but thats not working either.

Have you checked your original cd rom drives in a different computer to make sure they are actually bad? If they work in a different system then you have a hardware failure somewhere, whether it be a data/power cable or port on the motherboard itself. You will actually have to do some diagnosing yourself to determine what is actually bad.
 
I ruled out the bad, original cd drives because it's the original that worked, and the new one I bought that doesn't work. Now they both don't work.
In addition to this, my internet has come up with a weird error, one that I've never gotten before and only could be fixed by restarting. Everything seems to be going downhill.
 
Try to reinstall the drivers.
Right click on 'My computer' > Properties > hardware > device manager > double click on your Cdrom.
