CDBOOT: Couldn't Find NTLDR error message

I have a Dell Dimension 4100 that someone gave to me. It has Windows XP home on it right now. I am trying to reformat it and put XP Pro on it. The problem is when I try to boot from the Windows cd, I get the message "CDBOOT: Couldn't Find NTLDR error message and it reboots. Is this a problem with the cd or something not configured right in the bios? The Windows cd is a full legit version I got from IUS although it is seven years old.
 
I'm not positive but I don't think it is the hard drive. I think it may be the cd. When I try to open it up in Windows, it takes forever to see the files.

I also tried it in a Vista machine and it showed nothing in the drive. When I tried to open it up to view the files, it said please insert a blank cd. That is leading me to believe it is a cd problem.
 
I've had this problem ever since I built my comp about a week ago. I tried using 2 old hard drives already and neither worked. Windows 7 installs but craps out in about a day and goes to the recovery screen. I've seriously tried everything from different IDE cables to different cds... could really use a fix for this
