Celeron 1.7GHz overheating?

I have a computer with celeron 1.7GHz socket 478 proc, its idle temp ranges from 43-46C in BIOS. Running the stock retail HSF with Arctic Silver 5. It's on an Asus P4B533-VM board in a mATX case with 80mm exhaust (NMB/Minebea 3110GL-B4W-B24). No intake fan and there's a 80mm exhaust on the PSU. Is this overheating?
 
No. Not close. Overheating temps are usualy in the high 50's and in the 60's. In the 40's/low 50's is perfectly safe
 
very nice temps, my celeron D ran at 50+...which was bad cause it made the temp monitoring program beep and soon the cpu fan could kick in at 5000+rpm
 
That's good to hear, and these temps were even achieved with a dust-clogged HSF. After blowing the dust out (canned air) I haven't checked the temps.
