CF Time Problem

It's not a big deal but it's really annoying. I live on the east coast of the US (NY) so I obviously set the time for this forum to EST Atlantic Time(+5:00). For some reason that shows as being an hour behind the actual time (It's 3:16 right now but the forum shows 2:16). So I switch the time zone to make up for this 1 hour difference. However, it's now 3:17 here and the forum shows 4:17 - what's up with that? I'd try a half hour difference so like... +5:30 or whatever, but that doesn't exist. =D

Like I said, not a big deal but it's just annoying. Is there anyway to fix that?
 
Well whatever it is, not +5:00, -5:00 - point is when its -5:00 it shows it as an hour behind for me, and when its -4:00 it shows as an hour ahead of me. I can't get the time right unless there's a -4:30 =D
 
Yeah, I fixed it. It was set to automatically detect it, so I changed it from that to always turned on and it set it right. I'm stupid, I should have tried that before I posted.

Edit: Off topic for a second, does anybody go to post, click the button to post, and it just loads a blank screen and says "Stopped" at the bottom? or "Done" at the bottom with just a white screen? It happens to me quite frequently, but if I hit back on the browser and reload my post shows up.

Something similar to that happens quite often to me. Whenever I post, I can tell if it's going to happen because it seems like it's loading real slow, so I just refresh and it's all good.
 
Yeah, basically the same thing happens to me, only I know it's not loading cuz the browser says Stopped or Done at the bottom left.
