Is there a way or program where I can change the color of the Windows XP bars or change the color scheme, other then the default three colors?

Yeah, right click on your desktop, go to properties, appearence tab. You can change several setting there, including the color scheme.

Here are two options: One costs 20 bucks and the other is free.

FIRST OPTION:
You can buy a program called WindowBlinds for around 20 dollars. Then, you can download a ton of different styles for different websites out there.

Here are some links to look at:

SECOND OPTION:
You can also go the free way:
Windows uses msstyles to determine the colors etc... of everything. You can download msstyles from various websites, but before Windows XP accepts them, you have to run the uxtheme patch. To my knowledge, this is not illegal. I have read articles, where Microsoft does not speak against it. At the same time, they don't advertise it either.

Here are some links to check out for the patch (I am not sure which one you would need, but I assume the first link should be fine):

And here is a website with many free styles to download:

EXTRA INFO:
Some people prefer buying WindowBlinds. I personally had a lot of serious PC issues when running that program and I gave their trial verison a try many times. However, some people swear by WindowBlinds and would have nothing else installed. You choose. Have fun.

Oh yeah, and if you want to create styles on your own, then check out the following webpage for programs you can buy (or try for free).

Also, for wallpapers, here is a nice website with tons of high quality photos in all different resolutions all for free. The also have other cool stuff.

There, now you can really go and have some fun. :)
