Change language on Windows Vista

I have tried to change the language settings on Windows Vista on my new computer, which is in Italian, but nothing has changed even though I was prompted to re-boot. I went into the language setting through the control panel and changed everything to English, yet when I click start, everything still comes up in Italian. What do I need to do?
 
No, just Windows Vista. What if I install a new OS - such as Windows 7 when it comes out - will I be able to choose the language settings myself?

As far as I know, only Windows 7 Ultimate (just like Vista Ultimate) supports multiple language interface (and if I recall correctly, you will need to install the language pack for whatever language you want). The language pack is NOT included in the Windows Ultimate installation disk.

If you have anything other than Ultimate, then you can change language settings to - for example - English, but that simply changes certain preferences as to how programs will display some information. It does NOT mean that the entire operating system will be in a different language.

So, again - as far as I know - you need an "ultimate" version of Windows + a language pack.
