Change .mp3 files to .wav?

I bought a digital recorder that records the sounds in .mp3 format. I want to change the sounds on my computer to personalize it. Like, when I minimize a window I want it to say adios or something like that. But, it looks like the sounds and settings menu only accepts .wav files. Does anyone know how to change .mp3 to .wav if this is possible? Thanks a lot.
 
what program even requires an uncompressed .wav file anymore?

i've never encountered a program that came out in the last 5 years that couldn't handle mp3's without being decompressed first

you don't regain any lost sound quality when you extract the file to a wav
 
I downloaded Audacity and changed the file. That was easy. I think I'm going to have fun changing the sounds on my brother's computer, too. Thanks Starwarsman.
 
I thought you could use .mp3 files with Windows XP for the Windows sounds? Unless he's using something earlier than XP.

Nope, they havent changed the sound stuff from Windows 95. I had to change stuff to .WAV to make it even see the files.
