Change saving location in Windows 10

If I view a photo and click on "Save copy" a window opens up and ask me where I am going to save the photo.

The window usually starts where I last saved a photo OR the map I am currently viewing photos in. I can't decide that myself. It is always Windows who somehow decides what it opens first...

How do I make it so the default place I start with in this window, is the place I last saved a photo in?
