changing the drive letter???? windows will not boot.

I have 3 partitions:
c: this is windows
D: data
E: windows.

now my computer boots from c: and i dont want it. I want it to boot from E: .
when im in windows(drive C:) and i try to change the E: to C: i cant do it because there is already another driver with the name c:
and then i can not change the drive letter fo c: because im in that partition.

can you help me please?
is it possible to change the drive letter from DOS or somewhere else?

If your using XP just go into the BOOT.ini in C:
Its a hidden file, just open it in pad and change the partition number.
 
i have installed a windows on one of my partitions and then i have changed the drive letter(http://support.microsoft.com/kb/223188/en-us):
now i have:
c: is windows with all programs installed
d: data
z: the new windows. (nothing is installed here)

so now i have two windows xp in the same hdd. but my system doesnt ask me wich one i want to boot from.
it boots automatically from z: how can i change the boot partition from z: to c: ?
