Changing Timeout in Windows XP

I was looking at ways to speed up your PC, and one suggestion was opening msconfig and clicking on the BOOT.INI tab, then changing the "Timeout," which is supposed to have a 30 in it, to just 3.

What does changing the Timeout number actually do/ what is it?

That's the amount of time the system waits until you make a decision on which OS to start up from. If you don't have more than one OS installed, you don't need to modify this setting at all, as the system won't wait for a decision if there is no other OS.
