charger/charge port problem samsung r519

hey, i've got a big problem, basically my laptop now doesnt charge my battery and so i cannot even turn my laptop on, the charging light on the laptop doesnt even come up, ive tried a different battery and same problem. the light on the charger itself comes on. ive got a multimeter, but i am not really sure how to use it. in the picture i have shown the ends of the adaptor. when i put my multimeter's one end on the top prong of the three prongs and the other end of the wire(connection to laptop) it makes a noise (multimeter) this is when it is touching the outside of the connector not the inside. any other variations do not produce a sound. here is a picture of my multimeter http://imgur.com/gl18T . Can someone please help me find the exact problem so i can order the right thing. any help will be grateful thanks

If you do not know how to use a multimeter correctly then I suggest you get a electrician or some one from a computer shop to test for you.... otherwise you could suffer harm to your self....
