cheap as possible

I already have an OS to use, i have all the components, im only looking at 130 with those. This build is going to be used in a company as a workstation, run web based apps maybe use MS office and thats it, nothing exciting at all, just want to get out of the P4 that is in it currently
 
Sounds as if your upgrade means keeping the old power supply and hard drive(s). I'd hate to say it, but those are considered to be greater wear items than the CPU/motherboard/RAM.

EDIT: I suggest getting an inexpensive, additional hard drive too. Use it exclusively for automatic, weekly data backup for now. If the old drive(s) die sooner rather than later, you can get another hard drive and rotate them all around--making the old data backup drive the new system drive without ever losing more then a week's work. If the drive lasts a long time, you will still be able to migrate the drive and the data to a new system.
