cheap tv-to-pc setup?

i'm trying to get my playstation 2 and computer to "share" a monitor to save the space of an actual television. the quality does not need to be great, but i hope that i will still be able to read the text in games. the only method i've been shown will not allow windows to also be running in the background. perhaps there is a device to transfer the rca signal to something monitor-readable in a neat little windows app.

Emulators don't play commerical games, or not well enough to be playable. Do the research, I've seen some NES emulators that didn't even run on 500MHz machines!

Now, as for TV input, there are plenty of capture cards on newegg. I normally suggest the WinTV PVR series, but there's a buffer lag due to it's onboard compression. In other words, everything's about 3 seconds behind what's actually happening. Most any cheap capture card you can find should do alright...
