Cheap Video Card

I need a cheap video card for my backup rig. I want to keep it as cheap as possible but as good as I can get for the price. Somewhere between $50-70, it's going into a XP machine so I won't have to deal with running Vista. Some HD playback, bro might use it when he visits for light gaming. Although I don't want to spring for a real card, I'd like to get the best I can for what money I plan to spend. I've been looking around and I've come up with a list of what I see being the best, I guess I'm just looking for some feedback.

connect3D Radeon X1600XT 256MB 128-bit GDDR3

HIS Hightech Radeon X1650PRO 512MB 128-bit GDDR2

GIGABYTE Radeon HD 2400XT 256MB 64-bit GDDR2

GIGABYTE GeForce 7300GT 256MB 128-bit GDDR2

Leadtek GeForce 8400GS 256MB 64-bit GDDR2

MSI GeForce 8500GT 256MB 128-bit GDDR2

The 2400hd would be your best choice for decoding video, while the 1600xt is the better for gaming between those

DO NOT get a 8500 or 8600. Much more bang for the buck with a 7900.

EDIT: Plus if you plan on running XP, don't get a slower DX10 card. Get a fast DX9 card like the 7900GT mentioned above.
