cheapest windows 7 compatible graphics card

Put that PSU in and get the PCI low profile 6450 on newegg. The card uses a max of 25 watts. Your P4 will probably use around 120? You're fine.
 
Its been a while, but I went with the radeon HD 5450 (512mb) for $60 after shipping on amazon. I managed to get in a 250 watt psu, with some case modifications... but its all working great, thanks for all the suggestions.
 
I wouldn't call the radeon hd 5450 a discrete card, it doesn't require a fan, and under max load it only consumes 19 watts. The card can play 1080p video, barely, and does ok with games, buy I wouldn't call it discrete...
 
Discrete just means it is not a part of the motherboard. It has absolutely nothing to do with power consumption or ability.

You're correct in saying its a very low powered gpu, but I would love to see the specs on that 250W psu if you have a model number?
 
Ok lets be super clear, that PSU (13A on 12V rail) is not enough for any discrete gpu. YOu've been warned.
 
its been running fine for 3 months now, I've used it under full load for a while, and no hiccups, it sits idling a lot, no problems yet. I'll try to update this thread when/if it dies.
