choosing a decent video card

so right now im running a vga cable to my 22 inch AOC lcd tv and ive got diagonally scrolling lines, more so just darker lines. it doesnt affect anything i do but it is definitely annoying. so im looking to get a video card that has an hdmi out and have atleast the same or better, quality graphics that my onboard has. ive tried to look at what the onboard specs are but i cant find anything. it would have to be a pci or pcie x4 or x16. do you guys have any suggestions on a video card? and what does the memory amount exactly do for the video card? just let it process faster and faster like regular memory does?

other info: i dont play many video games, so it doesnt have to be crazy fast or anything, internet, videos, movies, blu ray thats about it

If you like Radeon i'd get a 6850, if Nvidia then the gtx460 1gb. Depends on luck though as these cards are priced pretty close to 200, but try to find a deal to stay within that budget.
