Is there a diffrence in perfomance or compatibility or only price :
PC-17000, 4 GB, G.SKILL Aegis series, F4-2133C15S-4GIS, DDR4 2133MHz
vs.
Kingston DDR4 HX Savage,4GB, 2133MHz, Black?

I'd go GSkill just out of brand preference but RAM is RAM really assuming speed/timings/voltage are the same between each.

The Savage has lower timings. It is theoretically faster, but I don´t think you´ll notice much real world impact.

Like @Deadpool said, the one with the lower timings should perform better in theory but that difference is so minimal, you can't notice it. I'd personally go with whatever looks better in your opinion.

I'd get some higher frequency sticks if possible. You can find cl15 kits up though like 3600
