Choppy video playback - HELP!

Throttling is when your system cuts back performance to prevent overheating. If it does it from the moment you start up I would suspect it to be something other than throttling as your system would not have accumulated enough heat to start throttling.

hmmm............ I just cannot figure out what this is!!!! Could it be a hardware defect that I need to contact dell about??? Even though it didn't do this at first?
