Clearing off Secondary HDD

So I recently switched from my regular 1TB HDD and added an SSD as my primary boot drive. I simply reinstalled Windows on my SSD then reconnected my HDD. Now I want to clean off my HDD of stuff that I don't need anymore such as programs that will be reinstalled on the SSD.

Can I just boot from the HDD since it still has Windows installed, then remove programs the usual way and delete what I don't need. Or is that possible?
 
It would be faster to attach that hdd to your computer, copy any files off it that you want to keep, then format the drive rather than boot to it and uninstall programs one at a time. Simply deleting the Windows folder won't completely remove Windows from the drive but it will definitely ensure Windows will be unusable.
 
I still have a bunch of stuff on the drive that won't fit on the SSD, namely 400GB's of games that I want to keep on the HDD and work on it from where it is now. Just want to clear off the stuff that I won't use on it anymore.
