Based on what you're saying, the only thing that you have not checked is the monitor - try the monitor on another computer.

the video card may not be set correctly to work with the monitor correctly. change this in bios for the monitor...or use the menu directly on the minotr itself. when the comp is running, check the vid card setting to check for the same frequency that the monitor is using(prob can get the monitor freq from the menu button on the monitor)

The PSU is a brand new fancy and expensive one so I don't think that it is the problem.
